As advocate consultants, we developed a Statement of Requirements and Functional Space Program for the Officer's Mess and Accomodation in Esquimalt, BC. A quality-based  process was used to select the design builder BoldWing Continuum, encouraging innovative and cost-effective solutions from the construction industry.
